ASA Recruitment’s client, a Public Sector organisation in Edinburgh/Glasgow/Dundee, is currently looking to recruit an Organisational and Workforce Development Advisor on a hybrid basis, on an initial 6-month contract (with potential extensions) on a rate of c.£226.64 – £250.69/day inside IR35 (based on experience).
The Role:
The OWD Adviser supports the OWD Manager and Senior OWD Business Partner to deliver high-quality organisation and workforce development activity that enables a skilled, engaged and confident workforce. The role contributes to organisational performance, culture, wellbeing and organisational change by designing, delivering and evaluating organisation and workforce development initiatives; supporting leadership and management development; co-ordinating induction and capability-building programmes; and providing professional advice and support to managers and colleagues.
The role also supports the effective delivery of learning and development through the management of learning systems and programmes, staff engagement activity, and the development of accessible learning resources. Working collaboratively with managers, staff and external providers, the postholder will help design and deliver practical development solutions that build the knowledge, skills and behaviours required across the organisation.
Over the coming months, the successful candidate will play a key role in supporting the implementation of our new Learning Management System (LMS), co-ordinating the delivery, evaluation and continuous improvement of corporate induction programmes, overseeing our digital skills development programme, and providing wider organisation and workforce development support across a varied portfolio of projects and operational activity.
Essential Experience:
- A professional membership of the Chartered Institute of Personnel and Development (CIPD) or equivalent body
- Experience applying the organisational development consultancy cycle and processes, with an understanding of modern learning and development theory and practice.
- Significant experience supporting the delivery of organisational development and learning and development projects, programmes or strategies covering a broad range of people-related issues.
- Experience providing advice, guidance or coaching to managers and teams.
- Experience managing or contributing to the effective operation of learning management systems and platforms
- Experience applying behavioural, performance and learning best practice to diagnose needs and design, develop and implement impactful learning solutions.
- Experience facilitating learning, development and staff engagement sessions.
- Experience contributing to performance reporting, producing insight summaries or performance metrics.
- Educated to HND level (SCQF Level 8)
- Working knowledge of the OD consultancy cycle, organisational development practice and adult learning theory.
- Ability to interpret and analyse complex information, identify themes and draw meaningful conclusions.
- Understanding of external OD, L&D and behavioural science trends and their application in practice.
- Strong influencing, relationship-building and interpersonal skills at all levels.
- Ability to support the design and delivery of engaging and impactful learning and development solutions.
- Ability to translate plans and insights into practical, actionable solutions.
- Strong facilitation and presentation skills.
- Commitment to equality, diversity and inclusion, with the ability to design inclusive and accessible learning.
- Strong digital literacy, including use of learning platforms, collaboration tools and Microsoft Office applications.
- Ability to deliver high-quality written materials – reports, guidance, learning resources and communications.
Desirable Experience:
- Understanding of, or adaptability to, the public sector people-management environment.
- Experience delivering induction and/or leadership development activity.
- Experience of commissioning or managing external suppliers and services.
- Educated to degree level (SCQF Level 9)
- Qualification in coaching, organisational development, change management, facilitation, or learning and development.
- Training in project management methodologies (e.g. PRINCE2, Agile, Managing Successful Programmes).
- Understanding of the social care agenda and workforce challenges.
- Understanding of corporate governance and public sector context.
- Ability to coach colleagues to develop capability and confidence.
- Experience in designing digital learning content (e-learning, videos, toolkits, guides).
