Description

ASA Recruitment’s client, a Public Sector organisation in Edinburgh, are currently looking to recruit a Senior People & Organisation Development Advisor on a hybrid basis, for an initial 6 month contract (with potential extensions) on a rate of up to £21.98/hour – £24.50/hour PAYE (based on experience).

Responsibilities:

  • Manage recruitment and provide specialist advice and guidance on all aspects of the process in line with the agreed policies and procedures and statutory frameworks ensuring that recruitment requirements, from advertisement until an employee’s commencement in post and Induction, are completed in an efficient, customer focused way. This includes ensuring relevant pre-employment checks and legal compliance requirements are met.
  • Advise, support and coach managers and staff on areas of employee relations such as the handling of grievances, disciplinaries, sickness absence management and performance management. Case management of any such cases must be carried out by the post holder to a high standard, ensuring best practice and legal requirements are managed in line with business considerations. The People & OD Manager will provide support in more complex cases.
  • Drive forward the continued development, improvement and implementation of any HR systems in use at the organisation, including YouManage and Oracle. Ensure that HR and Workforce data is updated, that support and training for managers and staff on the system and new applications is available.
  • Support as required with any HR related project work relating to organisational development, conduct robust research where required and produce a high standard of proposal for consideration of any initiatives/project work.
  • Undertake HR policy review work, researching, drafting and revising policies and participate in consultation exercises, co-ordinate policy implementation and the embedding of work procedures and processes to support policies and ensure legal compliance.
  • Management information, with the ability to interpret, analyse, and present HR data in a meaningful and actionable way. This includes confidently using HR systems to extract accurate workforce data, identifying trends and risks, and producing clear reports to support decision making at operational and strategic levels.
  • Contribute to the Learning and Development and Organisational Development agenda including the mandatory training modules. Support Line Managers to navigate the Learn pro and Turas system and locate relevant training. Provide Line Managers with guidance to produce training modules. Management of the central mandatory training modules through tracking compliance and updating training where required.
  • Carry out HR administration across the employee lifecycle of activities and oversee the effective management of HR records and systems ensuring compliant records management and efficient and accurate HR administration. This includes drafting offer letters, contracts of employment and other changes to terms and conditions of employment as required.

Essential Experience:

  • Degree level qualification or equivalent experience/competence.
  • CIPD qualified or equivalent.
  • Proven experience of working in a multi-disciplinary HR role at the senior end of the adviser/officer level.
  • Experience in managing the Recruitment and Selection process.
  • Sound knowledge of employment legislation and HR practice.
  • Experience of writing and updating HR policies in line with best practice.
  • Knowledge and experience of HR Administration and records management.
  • Interpersonal, communication and influencing skills.
  • Strong planning and project management skills.
  • Organisational, time management and prioritisation skills.
  • Team working skills.
  • IT and keyboard skills.
  • Proficient in use and implementation of HR Information Systems & MS Office packages, excel in particular for reporting purposes to generate pivot tables, dashboards and ability to work with formulas.
