ASA Recruitment’s client, a Public Sector organisation in Glasgow, is currently looking to recruit a Finance & Business Systems Manager on a hybrid basis, on an initial 3-month contract (with potential extensions) on a rate of c.£20.72 – £25.32/hour PAYE (depending on experience)
The Role:
The Commercial Finance & Business Systems Manager plays a key role providing financial leadership, commercial insight along with business systems and operational oversight across the organisation’s diverse commercial operations.
The role leads a specialist team responsible for commercial financial management, business systems, IT and data stewardship, and office administration. The postholder ensures robust financial control, accurate reporting, and effective use of business systems to support operational and strategic decision making.
Reporting to the Head of Service and working closely with the Finance and IT teams, the role provides financial insight and assurance across complex income streams, significant budgets, and business critical systems. The postholder will support continuous improvement in systems, processes, and data quality, enabling efficient, compliant, and commercially focused service delivery.
Responsibilities:
- Responsible for producing accurate financial reports, encompassing monthly, quarterly, and year-end reporting. Collaborate with the Finance Business Partner and Head of Service to prepare forecasts, budgets, and financial models, and conduct analysis and interpretation of data to support informed decision-making among senior colleagues
- Manage financial controls and processes across multiple cost centres/sub-projects, ensuring accuracy and compliance. Work collaboratively with senior colleagues to identify and implement cost efficiencies and process improvements
- Support the financial planning and commercial performance of conferencing, events and other related income-generating activities. Oversee financial engagement with external partners and third parties, including invoicing, service charges and reporting
- Act as the data steward and system lead for key IT systems platforms, such as Star Res, Gladstone, Saffron, MCR, Kx/Spoonfed, FMS and other related systems. Support and contribute to the effective integration, development and optimisation of business-critical systems alongside senior colleagues, ensuring appropriate business continuity plans are in place
- Provide effective daily line management for a central support team, responsible for financial administration, business systems and operational support, focusing on developing and enhancing staff capability within the group. Motivate and mentor team members to achieve both current and future objectives. Ensure all relevant targets and goals are met within resource limitations by making informed decisions regarding staffing allocation
- Oversee workload planning, task allocation and performance management to ensure administrative activity contributes to and develops financial, operational and commercial priorities. Identify opportunities to streamline administrative processes, improve efficiency and enhance service delivery through effective use of systems and digital tools
- Support the Head of Service to identify improvements in local policies and processes. Providing recommendations and input into financial controls and supporting Standard Operating Procedures
Essential Experience:
- Significant experience in a financial processes management and/or business systems management role, ideally within a large, complex organisation.
- Experience in the higher education, public sector, or commercial services environment.
- Proven experience of budgeting, forecasting, financial reporting and analysis, including supporting senior management decision‑
- Experience of overseeing or coordinating business systems, IT platforms, data or reporting tools.
- Demonstrable experience of leading, managing or overseeing administrative and/or professional services teams.
- Experience working collaboratively with a wide range of stakeholders, including Finance, IT, operational and senior leadership colleagues.
- Strong financial and analytical skills, with the ability to interpret complex data and present clear, accurate insight.
- High level of competence in using financial systems, data tools and reporting platforms, with the ability to improve processes and data quality.
- Demonstrated ability to manage competing priorities across finance, systems, operations and people.
- Experience of driving process improvement, efficiency or service enhancements through effective use of systems, data or standard operating procedures.
- Ability to communicate complex financial or technical information clearly to non‑specialist audiences.
