Description

ASA Recruitment are currently looking for an Operations Manager who will support the data acquisition activities for a flagship data innovation programme for Scotland. The programme delivers an innovative and cutting edge package of work bringing together public sector datasets in ways so that we can combine data about individuals and gain unique insights into our societal challenges.

The programme will allows Scotland to address wide ranging research and policy challenges in a number of areas including Justice, Environment, Transport, and Health and Social Care. As well as this it will support policy interventions and decision-making so that we can better target our services to those who need them most, whilst ensuring data is used in a safe and secure way maintaining public trust.

Responsibilities:
· The post holder will play a critical role in bringing datasets together and making them available for research under this programme.
· Build and manage a multi-disciplinary team of four capable of delivering the legal, analytical and database elements of the acquisition of a range of data sets to be used in research
· Work with data controllers to agree access to the data sets required for the programme, explaining clearly Information Governance processes and applicable legal frameworks
· Oversee the delivery of the access to a range of thematic data sets in ways that allow them to be easily linked and used for research
· Ensure data acquisition activities are compliant with current Information Governance processes and relevant legal frameworks
· Assess data acquisition activities, pipeline of work and data flows and make recommendations for change and improvement as required
· Identify and manage risks to delivery, reporting on progress for the programme

Essential Skills:
· Experience of successfully leading and managing the progress and delivery of complex and time-limited programmes or projects by using formal and informal project /programme management tools and resources.
· Ability to understand and communicate technical issues around data and information governance in an accessible and engaging manner – in a way which is easy to understand and caters for a non – expert audience
· Experience or knowledge of working on data or digital transformation programmes, ideally with knowledge of information governance and analytics
· Ability to establish yourself as a trusted colleague with a wide and busy network of collaborators, and delivery partners.
· Enthusiastic about finding new and creative ways to overcome challenges; and have confidence liaising with stakeholders at all levels, including senior management with a view to finding mutually acceptable, effective and proportionate solutions
