Are you a Programme Manager with proven experience developing business cases aligned to HM Treasury Green Book guidance?

We have an urgent requirement for a skilled professional to support a major Investment Zone Programme in Glasgow. This short-term contract involves working across six active projects, leading the creation of a Strategic Outline Programme Business Case and supporting the development.

Key Responsibilities:

• Lead the development of the Strategic Outline Programme Business Case

• Support project teams in preparing compliant Outline and Full Business Cases

• Provide tailored guidance based on each project’s needs

• Ensure alignment with Green Book principles and the Five Case Model

• Engage with stakeholders to gather inputs and shape high-quality submissions

Requirements:

• Strong track record in programme management within complex, multi-project environments

• Demonstrable experience in drafting and appraising business cases

• Deep understanding of HM Treasury Green Book and public sector investment processes

• Excellent stakeholder and communication skills

• Ability to work at pace and manage multiple priorities
