Description

We are seeking a Procurement Support Officer to contribute to the delivery of effective and efficient procurement practices. Sitting in the category team, you will be responsible for satisfying the supply, service and works needs by conducting tenders and establishing procurement contracts. Based in West Lothian, this Procurement Support Officer role is initially for 6 months with the option to extend a further 6 months.

Duties:

· Undertake and complete a full contract tendering exercise for low/medium risk contracts
· Assist Category Managers and Procurement Specialists with contract tendering exercises for high risk contracts
· Provide general administrative support to Category Managers and Procurement Specialists during contract tendering exercises
· Undertake procurement exercises via the Public Contracts Scotland (PCS) Quick Quote procurement facility
· Undertake procurement exercises via the PCS-Tender procurement facility
· Develop and maintain good working arrangements with colleagues and Services, to ensure the operational effectiveness of the service provided by the Corporate Procurement Unit

Essential requirements:

· A basic understanding of all applicable Scottish, UK and EU procurement legislation
· Experience within a local government procurement environment, (or a similar regulated function within the public sector)
· Good problem solving and analytical skills
· Good team working skills and the ability to build good working relationships with colleagues and other internal and external stakeholders
· Good IT skills, including Excel spreadsheets, Word documents, PowerPoint and MS Outlook
· Experience of electronic procurement solutions, e.g. PCS Quick Quote and PCS Tender, PECOS
