ASA Recruitment’s client, a Public Sector organisation in Glasgow, are currently looking to recruit a Mechanical Technician, for an initial 6 month contract (with potential extensions) on a rate £24.33/hour PAYE (based on experience).
The Role:
To assist the Senior Climate Change Officer (Mechanical) in providing the organisation and Client Departments with a professional Mechanical service ensuring best value is delivered to service users by taking specific responsibility to deliver allocated projects (generally of an Asset Sustainability/Service Development nature) and maintenance/compliance programmes in accordance with current legislation and best practice, including surveys/audits, upkeep of statutory records, preparation of specifications and the supervision and management of contracts (and contractors) from inception to completion.
Responsibilities:
- Planning: Assist with planning the delivery and implementation of the Department’s relevant works programmes as allocated. In particular, take specific responsibility for planning his /her role as Contract Administrator (and/or other competent/responsible person roles) for projects/programmes allocated, liaising with clients, consultants and external / internal bodies as required to achieve this.
- Service Delivery: Ensure that high quality service and best value are delivered to service users.
- Budget Management: Ensure contracts for which he/she is Contract Administrator are within budget at all stages, convening meetings with contractors/clients when appropriate to review matters, resolve queries and/or negotiate claims and variations.
- Quality: Assist Senior Climate Change Officer (Mechanical) to ensure that appropriate quality, performance and benchmarking criteria are applied to ensure delivery of best value and continuous improvement.
- Customer Support: Provide technical or professional support/advice to clients and customers to ensure best value is delivered to service users by providing safe, efficient, fit for purpose buildings that meet all statutory requirements with minimised utilities’ consumption.
- Health & Safety: All employees must follow the organisation’s health and safety policies, standards, systems and procedures and must follow any additional health and safety instructions required by their line management.
Essential Skills & Experience:
- HNC / HND in relevant subject, and/or equivalent relevant experience.
- Experience of delivery of mechanical projects (new works and maintenance) in varying property types.
- Relevant post-qualification knowledge of delivery of mechanical projects (new works and maintenance) including experience in:
- Establishing client and/or legislative requirements and developing contract brief.
- Preparing tender and contract documents, including drawings and specifications with the client.
- Performing risk, value management and cost control.
- Contract Administration of construction/term maintenance contracts
- Proficient and experience in undertaking designated roles/responsibilities in respect of ensuring Health and Safety/Compliance (e.g. Legionella Control)
- Experience in use of MS Office (Word, Excel, Outlook etc.).
- Be fully conversant with construction related health and safety legislation including:
- Construction Design & Management (CDM) Regulations.
- Control of Asbestos Regulations
- Knowledge and understanding of statutory and mechanical property maintenance related Health and Safety Legislation
- Specific extensive knowledge of water hygiene/legionella control
- Post holder is required to travel effectively and efficiently throughout Argyll and Bute and beyond to meet the needs of the service.
- PVG membership – required to gain this in relation to working with children and adults
Desirable Skills & Experience:
- NEBOSH General Certificate, and/or other health and safety qualifications.
- Relevant time served trades qualification, and/or Technician Membership of appropriate professional body (e.g. CIBSE).
- Experience in use of Property Asset Management Systems including analysing reports.
- Relevant experience of mechanical services work within the public sector with a large multi-site portfolio – preferably Local Government.
- Knowledge of protected species legislation including:
- Conservation (Natural Habitats, &c.) Regulations.
- Wildlife & Countryside Act.
