Census Programme Manager

Description

Are you a senior Programme Manager looking for a real challenge? Reporting to the Programme Director, you will be responsible for the management of an unprecedented and crucial programme of work in Scotland. If you have significant experience of managing and delivering large, complex programmes, which include a combination of technology, business and operational elements, then this is the opportunity for you. Based in Edinburgh, this Programme Manager role is initially for 6 months.

Main duties:

· Responsibility for the day-to-day management of the Programme which is presently in the Delivery phase
· Management responsibility for the Programme’s project delivery managers and for ensuring these resources are operating effectively, and in a joined-up way across the Programme
· Working closely with Project Sponsors, the Programmes’ Head of Technology, Heads of Procurement, Commercial and Contract Management / Supplier Management
· Responsibility for the typical range of programme management services (e.g. Programme Management Office (PMO); Quality and Assurance; Planning; and Resource Management) and ensuring they are supporting the Programme fully

Essential:

· A strong delivery mentality, with proven track-record of delivering high-quality products to challenging deadlines.
· An excellent understanding of the end-to-end delivery lifecycle, from determining need (problem statement), requirements and options appraisal, requirements through to solution development, testing/proving, service introduction and business change
· Operating in an environment with multiple delivery partners / suppliers, with experience of managing integration between suppliers in a SIAM context
· Designing and implementing an effective programme management structure, and Ways of Working to foster effective collaboration between teams
· Understanding of different delivery approaches (including Agile and iterative development), and how to appropriately tailor project management approaches accordingly
· Experience of developing and embedding programme management services in line with recognised best practice, including: planning and dependency management; risk and issue management; change control; quality and assurance management; resource management; and information / configuration management
