Description

Our client in Aberdeen are looking to recruit an Investigation Officer on an initial placement up until June 2020. The postholder will be part of a small team of investigators ensuring that all investigative activities are aligned to the strategic direction of the organisation and are lawfully managed in accordance with relevant legislation, codes of practice and policy. The postholder will act as Senior Investigating Officer for all Food Crime investigations and will actively provide support and guidance to those investigations undertaken by partner agencies where there is a food safety aspect

The typical working week will be 37 hours ( Monday to Friday ) with a PAYE day rate based on an annual salary of £29,759 plus holiday accrual

Specific duties of the role:

* Act as Senior Investigating Officer for all allocated food crime investigations
* Ensure that all allocated investigations are progressed effectively and in a timely fashion
* Ensure that an investigative strategy is developed and progressed satisfactorily for each investigation. Where the investigative lead is the local authority, play a supportive role in collaboratively developing key priority actions aimed at progressing investigations to an effective conclusion
* Ensure for every investigation, where appropriate, that an effective interventions strategy is adopted in an effort to disrupt the criminal activities of those involved
* Ensure that case records are maintained correctly and, where appropriate, that high quality reports are submitted in a timely fashion to the Procurator Fiscal
* Co-ordinate the collation and appropriate dissemination of coherent, authoritative reports, bulletins, briefings, etc., in relation to identified threats, risks and other related issues, for the benefit of internal and, where necessary, external stakeholders
* Produce high quality evidence packages that are comprehensive, timely and capable of being actioned by external stakeholders or collaboratively with internal and / or external stakeholders
* Where required, co-ordinate the development and implementation of preventative initiatives in relation to Food Crime aimed at protecting consumers
* Build and maintain effective working relationships and act as a point of contact, particularly in relation to food investigations, with relevant counterparts in the Scottish Government and other parts of the Scottish administration
* Provide clear and focussed oral / written briefings to senior officers and to the Senior Management Team where required
* Comply with policy and guidance concerning issues of diversity and discrimination and provide direction and support to staff in this regard
* Attend key internal and external meetings, co-ordinating and collaborating where necessary with key stakeholders to ensure a consistent approach
* Ensure that information is stored, managed, accessed and disseminated in accordance with the appropriate legislation and guidance and other relevant operating procedures
Comply with Health and safety policy and be responsible for their own health and safety, applying safe working practices that will minimise incidents of injury and ill health in the working environment
* Undertake other duties consistent with the post as directed by supervisors

Essential criteria of postholder:

* Substantial current role-related experience in leading and undertaking serious, complex and / or protracted criminal investigations, compiling standard prosecution reports and attending court to give evidence gained within a law enforcement agency or similar environment
* Excellent understanding of the National Intelligence Model and the appropriate use of intelligence and intelligence products
* Practical understanding of, and experience in the use of, the provisions of the Regulation of Investigatory Powers (Scotland) Act 2000 (RIPSA), the Regulation of Investigatory Powers Act 2000 (RIPA) and the Data protection Act 1998
* Excellent understanding of financial investigation techniques
* Working knowledge of food legislation, codes of practice and the operation of local authority food law enforcement
* Experienced in delivering high quality reports which interpret and communicate findings in verbal, graphical and written form, ensuring that these meet user needs
* Experience of managing conflicting substantial personal and team workloads with minimum supervision; prioritising and meeting tight deadlines in negotiation with competing stakeholder demands
* Able to demonstrate critical thinking working to a high level of integrity whilst routinely handling sensitive information
* Excellent interpersonal skills, maintaining effective regular contact with key partners, conducting presentations and engaging in briefings and meetings within FSS and externally within partnership environments
* Knowledge of the food and drink landscape in the UK and EU
