ASA are currently working with a large public sector client who are looking to hire an IT Business Analyst on an initial 6 month contract in Glasgow.

The organisation are looking for an experienced Business Analyst to support our ongoing Deposit Return Scheme Programme.
This role will be critical in supporting the development of the target operating model for the organisation, and the business design of the new legal entity that will operate the scheme. The role will also provide business input to the development of a scheme information management system and develop a scheme data model to support reporting and integration activities.
The client is looking for an individual with experience in the start-up phases of major change initiatives/new businesses/enterprises and contribution across a wide range of business, administrative and technical areas to ensure implementation of a fully functioning operation.

Tasks include;
· Editorial ownership of the target operating model for the scheme, and content ownership for parts of that document
· Development of detailed processes and procedures describing how the scheme will operate
· Design of the detailed organisation model, across all standard corporate functions, and including specification of required supporting systems and assets
· Creation of an overall data model for the scheme, with particular focus on data structures required for the key roles/registers in the system, the network of collection machines and the container specification
· Development of an overall impact analysis, and ultimately change plan, to identify and track the various changes across other sectors and businesses affected by the organisation
· Providing support and input to the team developing the specification for the scheme information management system, and development of requirements and specifications to commission system development
· Development of scheme reporting requirements and design, including key performance indicators for scheme operation and improvement
· Input to/ownership of a range of business cases to support design and investment decisions

The ideal candidate will come from the following background of experience;
· Development of target operating models/blueprints, business requirements and functional specifications organisation design
· Data modelling and analysis
· KPI report specification, design and implementation
· Facilitating workshops with a broad range of types of participants
· Delivery of projects developed using the Digital First standard (or other related Agile standards)
· Specification or implementation of medium sized ERP systems
· Business and investment case development
· Project management
