Description

ASA’s client, a public sector organisation in the Scottish Borders, is currently looking to recruit a Fleet Manager for an initial 12 month contract with possible 6 month extension on a rate of £200-250/day (Inside IR35). This role will be working from home for the foreseeable future.

This role is to lead and manage the Fleet Management section in the management and maintenance of fleet of vehicles and plant to ensure that all transport, environmental and safety legislation are met.

Responsibilities:
· Manage the delivery of the acquisition, management maintenance and disposal of vehicles and plant, to agreed standards and targets set in the strategic objectives.
· Develop long-term strategic plans for Fleet Management including an annual business/work plan and key performance indicators for approval by the Chief Officer Roads, in order to facilitate the successful achievement of the strategic objectives. Measure performance against service standards and report on progress.
· Lead the implementation of the Fleet Management workplan strategies and projects to support efficient and effective service delivery including commercial opportunities to maximize income and the development and application on new technologies / methodologies. Demonstrate Best Value and adherence to the Corporate Procurement Policy.
· Propose and manage the development and delivery of objectives, providing technical and operational advice, delivery and direction for short, medium and long term strategy for Fleet Management, working closely with the Passenger Transport Manager and Contracts Manager on plans, policies, projects and programmes. Also work closely with the Neighbourhood Services Manager in the delivery of works services.
· Ensure an efficient Asset Management programme of replacement.
· Lead and provide the overall management of the various staff involved in the acquisition, management, maintenance and disposal of the organisation’s vehicles and plant, monitoring the overall progress against plans, managing risks, identifying opportunities, resolving issues and initiating corrective action as appropriate. Including required licencing, legislation and fuel management requirements.
· Lead and provide the overall management of Fleet Management in the sourcing of potential workstreams, undertaking the prequalification and tender process, completing the works, ensuring that the works delivered meet the needs of the client, there are sufficient resources to meet demand, that resources deployed have sufficiently trained to undertake their duties, and that resources are deployed efficiently and effectively.
· Ensure the integrity of the Fleet Management process, focussing inwardly on the internal consistency of management of the vehicles and plant fleet, and outwardly on its coherence with requirements of Departments, corporate technical/specialist standards and legislative requirements.
· Research, prepare and present well-argued and clear proposals, reports and papers for, Project Boards, Committees as required under defined programme and project governance arrangements.
· Directly manage Fleet Management budget in line with Financial Regulations and corporate timescales, monitoring and reporting on expenditure, income and forecasts, in order to ensure that resources are allocated appropriately and benefits are maximised.
· Ensure that all the work and outputs of the Fleet Management within Assets and Infrastructure comply with and promote equal opportunities and diversity. Ensure the reporting of management information and make recommendations for any corrective action necessary.

Essential Skills:

·Educated to degree level in a relevant discipline or evidence of comparable experience and training.
· Operator Licence for the Traffic Commissioner
·Professional Qualification in Mechanical Engineering or Vehicle Management, e.g., M I Mech E, MIRTE.
·CPC in Vehicle Management
·Documentary evidence of comprehensive Continuing Professional Development
·Extensive experience of management of large fleet of plant and vehicles
·Substantial experience as a line manager at a senior level in a relevant services, including evidence of successfully managing staffing issues, including recruitment and appraisal.
·Considerable experience and knowledge of Health and Safety requirements in a relevant environment.
·Sound experience of financial planning, analysis and control of major budgets.
·Considerable experience of working in a political environment.
·Sound experience and excellent understanding of Business Planning, Project Management, Works and Services Contract Management, Procurement Regulations, CDM Regulations and Health and Safety Regulations.
·Good understanding of Customer Care Issues, particularly in relation to the service.
·Sound understanding of the contribution that ICT can make toward efficient/effective service delivery.
·Considerable experience of working in a performance led environment.
